Kc's right, hun. Shaving is something taught in-person. We can't talk you through it. Find a salon, there maybe someone there who can show you, better yet, just get waxing.

Get your eyebrows waxed in a salon as this lasts a long time and they will do it much more evenly than you could ever do.
As for shaving - can you not talk to your mum about this? Or do you have an older sister, aunt...etc who you could talk to? Shaving is relatively easy but only once you have been shown how (my mum did this for me when I first started), and as for how often it really depends on how fast your hair grows back, it is different for every woman. So you can feel the amount of growth when you touch your leg (or whatever area you have shaved) so only you can tell when it needs doing again.
It is fine to shave from any age really, there is no proven evidence that shaving causes you to get hairer as you get older. Yes it makes hair grow back darker and more spiky, but that is the nature of shaving unfortunately. It all depends on what your hair is like - if you naturally have quite fair hairs and they are not too thick, then yes it will be more noticeable when they grow back than in their original state. But if you already have fairly thick dark hairs then the change wont be quite as significant.
But talk to someone you are close to that already shaves or waxes - we cannot really talk you through it on this website I'm afraid, it needs to come from someone who can actually show you how to do it!

Well, there's always waxing. A salon can wax your eyebrows into nice even shaping. Waxing keeps everything smoother, longer than shaving. A salon can wax your legs, under arms, upper lip and some do bikini waxes, too.
