I want him to tell me he loves me, but all I get is he "likes" me...

Are you just hanging out to hear the words "I love you" tumble from his lips, or do you want him to mean it?

I suggest that he either isn't sure that he loves you, or he wants to save those particular words for a very special, meaningful time.

Relax. It sounds like your boyfriend is very cautious with his emotions, and that can be a very good thing! A man who worries about what "I love you" means is less likely to use it as verbal wallpaper, and therefore, when you do hear it, you'll know it's true.

Try not to rush him. If the love is there, he'll tell you when he's ready.
