 Give it time. He does like you or he wouldn't be doing sexual things with you. He's probably scared and shy.
Who initiated him touching you? Have you tried just going for it with him?
Honestly you are a little young for this stuff, but I was there once too. I'd suggest trying to cut out the sexual stuff as it is likely to lead you further than you expect. It also complicates the friendship.
