Woah, any tattoo you get now will be stretched out and look AWFUL by the time you are 20.
Your shoulders are going to carry on growing and the skin and muscle will develop and stretch.
Do you really want a tat of your grand dad that people see and the first thing they think is "Ooooh that's a really awful tattoo."??
Hardly fitting to his memory.
If you want to get it then do what I did. Find a load of designs you like, things that remind you of him, and then stick them to your bedroom wall.
Over the next couple of years your taste will change and you will realise that some of them would have been truly awful and tacky.
Pick the one you still like when you hit 18 and then have that done. It's going to be on you FOREVER so it has to be future proof.
As for telling your mum, she is probably going through it a LOT right now so adding the stress of announcing that you are going to get an illegal and possibly rubbish scar on your body is not exactly the kindest thing to do to her.
Tell her that you have been thinking about it and want to get something done when you are a bit older and LEGAL. Then she won't stress about it.
Good Luck!! xx

Well, you should really ask your parents first what they think of the idea and if they would be willing to let you have a small tattoo on your body. The idea it is going towards is a nobel one, but remember tattoos are permanent. You cant wash them off.
I know that a tattoo of your grandfather would not be something you would willingly and easily want to wash off, but as you get older, and if you havent placed on a part of your body you can easily concile if you need to, you will start to regret it.
At max you are 15 years old. Let the idea of the tattoo play around in your head until you are 18. That being the age you dont need your parents permission and can pay for it yourself with a job. In the mean time use the three years to use Henna Tattoos to find out what design you want and since it is non perm you can figure out where on your body it will be best suited. Above all if you do this you can figure out if it is still something you really want.

you shouldn't really get a tatoo without your mums permission
but if she says fine and your still not sure try getting a pendent with his intials or one of those lockets with the tiny pics. something you would never take off.
