Being a young man, and not totally mature yet, it's more likely he forgot. If you really like this guy, you might be better adding him, or even speaking to him and just saying hello. Young men are usually not mature enough to handle all this relationship stuff, and talking to girls, until they're in their late teens. And even then you're hard pressed to find a guy who is really ready. If you want to talk to him, then you need to make the first, move.
