The same thing has happened to me. It's probably inflammation of the hair follicles, or folliculitis. It happens because when you shave, you're breaking off the hair at the surface of the skin, leaving a sharp tip which may start to grow into the upper layer of the skin, rather than out of it. This is what people mean by 'ingrown hairs'.
There are a couple of ways to avoid them developing:
1. Make sure you shave in the direction of the hair rather than against. This gives a less close shave, but is much better for your skin in general. (In the case of curly hair it can be hard to tell which direction the hair is growing in, generally you would want to shave from the top to the tip of the 'triangle').
2. Moisturise the area regularly after shaving.
3. It can help to get a clean washcloth and gently rub the area in smooth circular motions to give a gentle exfoliation.
4. Obviously general hygiene applies, wash your hands after touching the area and wear clean underwear, as I'm sure you already do!
Unfortunately some people are more predisposed to this than others. I tend to get quite a few after shaving no matter what I do. In this case you might need to try waxing (go to a professional at least the first time) or there are some depilatory creams that can be used (make sure to do a spot test first as your skin in this region is very sensitive).

reader, anonymous, writes (6 December 2008): what shaving gel do you use? i would have a look at the ingredients and make sure you're not allergic any of them. you could try switching products. you could also try hair removal cream, again make sure you're not allergic against any of the ingredients. it can also depend on the type of razors you use, for e.g i cant use cheap single use razors. if you continue having problems go and see your doctor (you can ask to see a female doctor if yours happens to be a male gp).
