To most people this happen after ejaculation - the climax, but if in your mind pentration is the climax, then the job is done and the penis will start relaxing. A willing partner could help you to overcome this by helping you to keep interested by turning you on, otherwise you will have to do all the hard work by exciting yourself.

My guess is that it is not a physical thing. There is something going on when you are alone, that is helping you maintain, which does not happen when you are with your partner.
Most likely, you may be feeling nervous, and ill-at-ease. You are probably more relaxed when you are with a partner. Performance anxiety?
What is going through your mind when you are with your partner that is not happening when you are alone? If it is fear or nervousness, then elimating that will help you.
