 Find out what she likes to do and ask her to do that. This way you'll have a slight advantage.
It's been a while since I've been your age, so forgive the question: are you and she allowed to date? At 14 I was allowed "group dates" but not to go with a guy by ourselves.
So maybe you can put together a group of couples, and then ask her if she can be the one that rounds out your pair (with you, that is).
