As the other aunts said it is perfectly safe - it's just whether she wants to or not. Emotionally she may be more horny, but physically she may not be at all. I always get really bad period pain and headaches for the first few days, so don't pressure her!! But towards the end of my period I'm usually fine and my husband and I usually opt to try it in the shower, that way there's no mess to worry about.
If she says no, then offer her a romantic massage and make a fuss of her. Let her know that you don't mind not being able to be intimately sexually and just explore touch - it will pay you back hundredfold next time she is not on her period!!

Do you mean periods or pre menstrual syndrome? From what you are saying I am guessing that you are saying she will be bleeding from having her periods. As a woman I feel unclean when I have my period and definitely do not want anyone going down on me but I do enjoy sex during the last few days of the cycle. How about trying doing it in the shower followed by a nice relaxing back massage for her and foot rub. I suffer cramps during my first few days so this is a great tool to use to get women to feel special. It is not all about pleasing yourself but in pleasing the other partner as well. Ask her what she likes and offer a few suggestions and go from there. Honest open communication is the key to success.
