 I can feel that you are in love with her from what you have written. It's such a difficult thing to explain, but the fact is that you are speaking two different languages, male and female! The best explanation is in the book, "Men are from Mars, Women are from Venus", and although you may have a thousand other books to read, try this one!!! It will serve you well, for the rest of your life, if you only take the time to read it.
I know that you are experiencing a lot of emotional things right now! It's all new and totally consuming and it's all overwhelming!
What your girlfriend is asking for is some kind of declaration!!!!!!!!!!
I know that often, the mood and the setting can be important, but what she really wants is to hear WHY you love her. That should probably point you in the right direction.
Even if these things are heading you in the right direction, try to avoid tears, even if the situation hurts you to the quick. Women always want you to be the strong and silent type, a rock, and their protector (even if they know that you have feelings...). Perhaps it all goes back to the days that we needed men to be our protectors. It may not be fair, but I would bottle that up until you win the fair maid! She certainly deserves to be loved as well as you love her...

 Is she insecure? Tell her you love her for no reason. Think about it, do you honestly show her you care in ever yway possible? Maybe you do. I think you need to do something off the scale to prove to her that you love her. Take her for a posh dinner. Tell her she looks beautiful all the time. Go on google and search something like how to prove to a girl you love her, etc.
