It sounds like he does fancy you, he is certainly showing the classic signs of it anyway. I woulden't read too much into him blowing hot and cold.
Write him a letter and put all your feelings down so he can take it home and read it.

It sounds to me like this bloke is probably attracted by what he can't have - a lot more attracted by the thrill of chasing you than he is in having a relationship with you. If you are interested in him, the best thing to do is to make yourself a challenge, play a little hard to get and make him earn whatever happens.
