It is illegal because you're underage and he could get busted. Also remember there's lots of psychos out there, people on the net pretending to be what they're not or he could be some married guy who's bored or something, so if you do end up meeting him, have coffee in public first and get to know him first.

But it would be illegal for him to have sex with you.
Its called statutory rape.
