I don't think they are genital warts. They aren't huge. But I haven't had sex yet so I don't think it's an STD. What could it be? thanks!

If so they are harmless little hair folicles, it's probably your body sprouting pubes.
If you are still worried you can go to the doc. He sees these things EVERY day so you do not need to be embarrassed.

They are probably pearly penile papules or Fordyce's Spots and are totally harmless and most men have them.
