Please resist the urge to kiss her, best to ask her out and see what comes of that, she may say yes!!
Would your sister be cool about it, you may need to drop a hint to her first and see how she would be with it.

if you've felt that way for 3 years then it's time to do something about it! i got together with my bf when i was 23. he'd fancied me since i was 16 but always thought i was too young for him! are you close to your sis? maybe you could see how she would feel about it. she'd probably think it'd be great!
