It's not necessarily size, it's more about shape. Some manufacturers (notably Durex) seem to think that the penis is a perfectly cylindrical organ.
Mates tend to be slightly better, in that the width varies in a more accommodating manner.
My information is a little out of date, so Durex might have improved their products since I last tried them, but I was put off the brand because having an excruciatingly tight rubber band around the base of one's penis is not fun.

I agree with what someone said earlier. The condom might be too small for him. Get a bigger one.

Get some better condoms!
I had this problem a couple of times, and I also had the problem that I used to 'droop' when I put a condom on because it was painfully tight. I used to get a purple ring around the base of my penis where the ring part had dug in, and it ached for hours afterwards.
Obviously this sucked a lot of the fun out of sex for me, and it was pretty embarrassing if I was having sex with a girl I didn't know very well.
Because of this, I did a LOT of research. I went out and bought every type of condom I could find, and tried them all until I found one that fits.
I'm not going to pretend that the fit is perfect, and I still get the same problems (but to a far lesser extent) but I haven't had one split on me since.
I have read about a 'tailored' condom, where you take various measurements and they make them to fit perfectly.
I will try this one day, but the logistics of buying very expensive condoms from overseas and with a lengthy waiting period have put me off so far.
Also, I have read that putting some lube inside the condom can lessen the chances of splitting, so that might be worth a try.

Morning after pill again.
Go to the family planning clinic and explain and they will sort you out. Most of them open early so you could go before work.
Then you have to figure out why they are splitting.
Is it 2 condoms from the same box? If so then call the company as it could be a bad batch and they may need to do a re-call.
Did you put it on right with no long nails and squishing the air out of the end? Read the little leaflet and make sure you know what you are doing.
Did you buy cheap crappy ones that do not have the British kite mark on them? If so, use the ones that the family planning place gives you and throw the old ones away.
Was it just really bad luck? If so then it may also be time to think about going on the pill.
The pill should never replace using a condom unless you are in a secure relationship - both disease free etc etc but it will give you a safety net in case of bad condoms again.
Good Luck!! xx
