I have been having my period as well. I wold appreciate someone's answer, thank you very much. Is there any risk?

No. The sperm needs to be inside of your vagina for there to be a chance of pregnancy.
This is why kids and teens NEED sex ed!!! I am scared by the ignorance of some teens, all because of ignorant adults who thinks teaching someone about sex will make them have sex... Uh, it's natural to experiment, and teens will experiment whatever you tell them. Better to teach them how to NOT get pregnant, I say, than to leave them exploring with blind folds on. Now that's how pregnancies happen...

It depends on the State you live in and the school system. I don't know if it is recent (I grew up in Denmark and we knew that stuff in 5th grade, sex, nudity was never something shameful or hush hush... I remember watching a "home movie" of a birth and having to go outside to throw up lol Maybe in 6th grade?
I have 3 daughters (11,13,15) and NONE of them have gotten sex ed in school, they HAD to have a signed permission slip to even hear the "abstinence" BS class and that was 7th grade. I know they had 3 pregnant 8 graders 2014/15 school year so OBVIOUSLY the kids NEED to know what's up. They got a "hitting puberty" class in 5th grade (again needed a signed permission slip because words like period and vagina was mentioned..) *eye roll* but things like consent? peer pressure? birth control? STD/STI? nope, can't tell the kids this... you know if they hear about they will want to do it...*another eye roll*
My kids have ALL sat through SEVERAL "talk" with me (lol) not that they are active - but they know what's what and to come TALK to me.
So when it comes to American teens... they may not know as much as they THINK they do... when it comes to sex/their own bodies.

Seriously? Is this a recent thing? We got sex ed at age 10.

*chuckles at Ciar's post*
Unfortunately here in the US teenagers are NOT taught sex ed. They are taught "abstinence" instead. Which ALL us adults KNOW for a fact... doesn't work in 99% cases.
And even MORE unfortunately PARENTS don't teach their kids squat either. They just tell their kids to not have sex.
There was a teacher down South somewhere ( I can't remember which state... sorry) who had been giving his student a lesson or two about condoms and how to use them right, but parents were SO upset ( I think he was putting a condom on a banana or some fruit/veggie, to demonstrate) that he was BANNED by the school from doing it again. SO, he then made a YouTube (I think it was) video of how to "put on socks" the right way. He wanted to make sure the kids KNEW how to be safe when having sex.
TO to OP (Original Poster)
EDUCATE yourself honey, before some guy goes further or tells you things that aren't true ( like you can't get pregnant the first time (WRONG, you can) or I can't fit a condom so I will just pull out (WRONG, a WHOLE FOOT or FOREARM can fit into a condom) and (pull out method RARELY works for the guys who are young (they tend to emit ejaculation a little during sex, and PRE-CUM can have sperm in it)
IF you think you are OLD enough to start being sexually active (yes, HAND JOB is being sexually active, same with oral etc) THEN you are OLD enough to EDUCATE yourself. How does everything work? birth control etc.

No risk. You are more likely to join the first flight to Mars then you are to become pregnant from a handjob.
And teachers think they deserve a raise.

Dear OP,
If it happened like this, no. There is no risk. The sperm needs to get directly into the vagina, not your thigh or hands. It won't creep on your skin like a bug or mysteriously jump up your leg. Whatever that fluid was, you washed it off. You're safe. It's just your nerves.
