 I'm guessing if you have had a massive crush on this guy since year 3 then she already knows. Sometimes my best friend just looks at me and I no something's not right, she even has a face for "I Fancie him!". It's little things.
If he says he's over her then he probably is. Flirting with him might let him no your interested for him to make the first move otherwise how can he without you telling him.
I'd say go for it there both over each other so it shouldn't matter to her.
