I'm scared that my parents will see that I've been calling someone out of state and will get suspicious. I need help on how to go about getting in touch with him via phone. lovehelp? is verified as being by the original poster of the questionI think Skype or something of that nature would work out the best. A friend mentioned google voice, which is like talking to someone on the phone or something. And I don't want my parents to find out because the bill would be insane, and plus, they don't know the guy.

Why don't you go and buy one of those $5 calling cards from a convenience store? They only reflect the 1888 number of the agency and this call is not charged to the phone you call from. For example, the AT&T cards have a local number that you call in order to be connected to the number you are calling. The cost of the call is deducted from the card, not the phone. You can also buy phone cards over the web instantly if you have a VISA card. Or if you are still worried, use the calling card from a pay phone.
