I guess the danger could be that if you think about her a lot you might encourage yourself to act out in some way even though you're saying that you know not to go any further. You find her attractive, okay, but realistically she is out of bounds for now. You might be best making a deliberate attempt to put her out of your mind.

Then again, you were once 14, 15, 16, 17... That wasn't exactly 25 years ago, if you get my meaning. Plus, a counter-question like, would it be wrong to think about your ex girlfriend who was 16 back in the day, while you were 17?
Beauty has no houndaries. The bodies of some girls mature faster than others, just as the minds of some people never mature even with age and experience. Of course, you may want reaccess (sp?) your sexual desires, if that girl was any younger, possibly even further apart from your age and her's - eg: 19 and 12... 13 is in my opinion, very very borderline for even an 18 year old. It has more to do with mental refinement, but if you objectify the people in your sexual fantasies, then they are just that - objects representative of your desires.

What we do know is that it's criminal for you to act on this matter before the girl is age of legal consent. My advice is for you to find another girl or girls more your own age. You may forget all about your friend's sister, or perhaps you won't. But at least you'll have other social options than "choking the chicken". One more piece of advice: Don't tell anybody about your fantasy and how you "handle" it.
