She's always staring at me even when i don't speak and she always drops her pencil in front of me and bends down to get it. I don't know if she does it on purpose or it's an accident. I also masturbate to her every night and have wet dreams about her. I don't know what to do. Please help me.

Of course teachers and students shouldn’t act on these feelings. In time, when you are “of age” and no longer attend this school anymore, if you continue to have ardent feelings for her, then I feel that it would be OK to pursue the object of your affection, as long as she is available at that time. I guess I’m very much a romantic and feel that if you are meant to be together, age and time shouldn’t deter true love! Just know, that it’s normal to feel this way, don’t feel bad about doing the things you are doing, or what is happening to you when you sleep. It’s natural and not harmful in any way. I hope this helps you out and Good luck!

I agree with the peivious answer and would like to add that yeah of course it's a crush. The fact that you are doing something as childish as fantasizing about her is testament to that. Stop dreaming, stop masturbating, and find yourself a girl your age to be with.

I think that this is just a crush you are having, and crushes tend to be quite shortlived. I would be inclined to let the feelings die down naturally and don't persue anything here. It would be very unprofessional of your female teacher to reciprocate any feelings for you, and her professional career would also be in serious jeopardy if she was found to be encouraging an underage student. If fine to have crushes on people, we have all been there, but leave it at that, and don't persue anything.
All the best
