Probably there must be underlying reason.
He did not break the engagement as I see.
You should not confront him, but maybe you can press a little.
Get explanation for this situation out of him as you need it.
And no, you should not walk off - at least not at the moment.

It's unusual that he's marrying and he's not telling his family. Does he have a good relationship with his family at all? If he at least talks to them, this is a huge red flag for you.
Now, his not buying the ring seems odd. Has he used his money for other purposes related to the marriage? If he just hasn't bought the ring, well, that could mean something.
You should discuss the matter with him.
