 It could very well mean that he does like you, however i would refrain from making a move on him as he has a girlfriend at the moment. If in the next couple of weeks you find out that they have split up then by all means make a move on him, if he hasen't on you first.

It sounds to me like this boy knows that you like him and is pleased about it either because he likes you too or is simply enjoying the attention. My advice to you would be to stay clear of him as long as he has a girlfriend though, you would only be making enemies if he broke up with her for you and dont forget this is a place you need to go to everyday, do you really want that kind of stress?
Try to put yourself in her shoes, how would you feel if he was your boyfriend and someone else made a move on him? Also even if you did get together you would always be worried that he would do the same to you and break up with you as soon as someone else came along. Be patient, if he likes you he will soon get fed up with the girl he's with and then you can decide how you go about getting your man!
