Condoms can break, condoms can come off, and guys can slip them off as can women if they are in the heat of it and just want the thing to happen bare.
Female condoms can also be used.

Condoms are the only way to prevent STD's so it is important to always use them, but because of errors in putting them on and the fact they are quite easy to break, then they are not exactly a great option to solely rely upon.
You need to take some form of birth control AND use a condom in order to be almost certain you wont get pregnant and you wont get a STD. There are many other forms of birth control than just the pill, like the implant, the injection.....etc.
I suggest you visit a doctor and talk about the other options of birth control that will suit you. There really are lots of options so if you dont think the pill will suit you (there are even hundreds of types of pill so there may be at least one that suits you) then the doctor can suggest alternatives that will be good for you.
I cant stress enough how important it is to use BOTH birth control and condoms - it is the only way to be properly protected against STD's and pregnacy. So visit your doctor, see what they can suggest and take it from there.

About 95-97% safe, so long as it's put on correctly and doesn't break. You may not want to be on the pill, but it might be a good idea to look into, say, the implant? You can never have too much protection. Though, condoms are the best protection against STD's.
