How much authority do managers have?

Does a manager have the authority to send an employee home without issuing him some type of papers that states he is being sent home from work for a reason. Does a manager have the authority to tell an employee to come back when he wants them to. Is there suppose to be some type of papers from Human Resources with signatures on them by the manager, employee or someone from HR saying the employee is suspended before they are sent home and hand over their ID to management. If any papers are put into an employee's file is this employee suppose to get a copy of these papers from Human Resources so that he knows whats being done to his folders and what is on record about them. Also what does this mean "subject to appropriate disciplinary action up to and including termination".

My friend was giving a suspension letter due to investigation but unlike me they do everything right with him but this manager didn't do the same thing with me. If you are fired for what they say was fighting which I didn't do then why am I collecting unemployment, how can they not show proof to unemployment if my termination showed cause of me doing something wrong as the manager says. If I wasn't issued a suspension letter like my friend then I was sent home without cause. You just can't put things in peoples files without them knowing. I don't think HR would let them do something like this thats illegal. I never signed any papers or got any paper of being suspended they gave me may termination paper but I never was given anything to sign when being terminated, they just gave me my papers and kicked me out. After lying to me about having my ID returned back to me when I returned to work the day I was fired saying I did nothing wrong.

I applied for unemployment and the determination letter said that the employer couldn't show proof so I was awarded unemployment. Also a friend of mine gave me a copy of his suspension letter that he got from HR that talked about why he was sent home and HR president signed it. I never got this I am not at will I'm in a union.

By the way I am not at will, my country is USA, and my union ain't work a damn. So what can I do. Thanks in advance for your help.
