If only one person is infected the previously not infected person will get infected. The time period I think is irrelevant, as there is no set time limit for how fast infection occurs.
In some cases, depending on the STD, you need to wait weeks or even a month or more before you are able to test if you got infected or not. Talk to your doctor and get a proper test done.

Now, being on the receiving end from someone with an STD is a little less risky, just as oral sex is a little less risky than vaginal or anal sex, but you always run the risk of getting an STD when you're with an infected person.
Things to be super cautious of are open sores. Those are the primary way that STD's are transferred during oral sex. Any time blood gets into the mix.
You can still use condoms during oral sex, and it is recommended that you do that unless you know the person is clean.
