 If he lives in the same town as you, 15 days at a time is way too long of an in-between period to be considered a relationship. Personally, I have a hard time with hot and cold people, who are nice one day and mean the next. who needs such instability and drama? He doesn't seem that invested if he's only coming around that infrequently. I'd just move on.
