The best thing i've found i can do that lessens/eliminates the offensive odor (which is hopefully acceptable in your culture) is shaving or use a depilatory cream to remove the armpit hair.
This helps tremendously as it is the hair that holds the odor and smells disagreeably strong.
If the hair is removed regularly (i shave my armpits 2-3 times a week) and she applies deoderant/antiperspirant at least once daily preferably after bathing and before perspiring, she should be able to eliminate her odor issue just as i have.
Perhaps you could start the conversation by mentioning you read about a woman on the internet who reduced her use of sprays by doing what i mentioned above.

There never is an easy way to tell someone something like this. What I would suggest is that you sit down with her and tell her that you need to talk to her about something, that you don't want her to get mad, upset or hurt.
One important thing is that she washes regularly otherwise using deodorant won't help. If she does wash regularly, it could be that her body produces more sweat than others (I can't remember what the condition is called) which would cause her to smell more... She should see a doctor if this is the case as there is treatment for it as far as I am aware.
