I know, i can't date him, but i'd really like to stay in touch with him beyond high school. How do i ask him for his number without coming off like i like him,or like a creep? and without stepping on his girlfriend toes?

 be friendly but chill about it. just go up to him and tell him "hey watsup", talk a little and then tell him you would like his email so you can keep in touch when you go to college. no creepiness there :)
