 You got to wait for him to approach you first. Believe me if he was interested in you he would have hinted by now. Remember he is your brother's friend and if things went bad it could make their friendship awkward. So he will be thinking about those things and the consequences but you are only interested in a relationship but you don't even know if that is what he wants. You've jumped straight from liking him to wanting a relationship. What about getting to know him first to see if he is boyfriend material?
Become friends and see what materialises but i wouldn't get all fixated over him in case he doesn't want a relationship.

If you don't that would be a good way to start talking to him more and possibly getting his number.... go into it slow you don't want to go out there and rush things because if things end up bad it could be awkward if he's over at your house to hang out with your brother or things could be weird with your brother because he might not want his friend dating you... you never know though so try getting to know him better and be flirty! that never hurts
