 Okay, to start with I think that the age things are patronising and unneeded. Someone is asking for help, and they shouldn't be judging the person, but helping the problem.
On to the question in general, maybe just start going around each other's houses. Wait until the moment is right. If they don't make the first move, then just do it for them. A few kisses and touches here and there and HEY PRESTO! You can't really plan for these things in advance. Just wait until the moment is right and you both want it. You'll know when that is. Kissing is always the right way to start. :)

 I agree with Uncle phil, i think you are too young to be contemplating carrying out these sort of sexual acts. Stick to kissing for the time being and leave the sexual stuff till later on in you life.

 i have this difficulty with me and my girlfriend, we want to be more intimate but dont really have no where to go!! so if you have places to go that are private then go there but dont do things in public as if your caught you can get into trouble.....,take things slow and you will find that when you do get intimate you will find it all more special..take care.....x
