 I'd say you can always make the first move, if a girl would come to me and say hello, I would definitely notice her :)
An alternative is of course a longer way, looking up for common friends or friends of friends who know this guy.

 No, it's not a silly question. For some people it's harder to reach out than for others. Try making eye contact, or giving him a smile. See if he smiles back. If he does, go over and talk to him. Any topic is good. Ask him if he's enjoying his activities, or talk about how good the weather has been lately.
