 Does HE want to get laid? I had a friend who would "complain" about not getting laid. One night his roommate had a party and talked a girl into having sex with him. He freaked out. I'm not saying that's the case with your friend, but maybe he is sabotaging himself.
Things that can be done. In a pinch, there is always a cash option, not that I would suggest that. Really, the key is getting him out and meeting people. Are there any groups he could join, local pubs that lots of girls frequent, is he active in church?
I think he's been barking up the wrong tree, or is too focused on sex. Usually when you come of as uninterested is when you have the best luck.
