 Jumping into flirtatious conversation can scare off someone who is reserved. Some people take longer to get to know than others. Most of the time it is worth it to move slowly. Do you have any interests in common?
He just might be a person that spends a lot of time in the "getting to know you" phase of a relationship. If so, start off by talking about nonthreatening topics - hobbies and interests, before moving on to more personal topics. If he asks a lot of questions, he is interested in you. You might start asking a few questions too.
