How do I confront a guy thats trying to get my attention?

Okay, so every girl loves when guys check them out right? Yeah, so today, I went to this place with some family, and I was sitting alone for a while, and this really amazingly hot guy was sitting across from me. I was playing with my phone thinking it would get his attention, and it did. I looked up and he pulled out his and started playing with it, then I looked up and started reading his shirt, and he saw me looking at it. Then I left the room becuz I had to, but I didn't go talk to him or get his number. I really wanted to but was soooooooo scared. Later, my sister told me everytime I moved he looked at me. (not in a creepy stalkerish way but as in he was checking me out). So my question is, how do I confront a guy thats trying to get my attention too, without being scared to death?
