If it's your first cousin then you are legally able to be a couple if you are second or third then it's illegal I no because my cousin is a law inforcer she is a cort house person but ye listen to the first person and most of all if she says no don't be let down give it a day or two she may feel the same about you but she could be a bit scared go for it m8 ;) oh and good luck buddy

I would approach her when she was alone. Ask her carefully and kindly, "hey (blank), can I talk to you? I hope you feel the same way about me and if you don't I will understand, but for a long time I think I have liked you as more than a cousin. I was just wondering if maybe you would like to go do something with me, just the two of us." after that you're on your own! Hope this helps!
