It is probably still too cold to have a party outdoors at this time of the year.
Do you have a friend whose house or flat can be borrowed for your "party"?
Do you or your friends have any aversion against "pot luck" (or BYO - bring your own) food and beverages?
Does any of your friends have any board game that can be played by a group of people?
Otherwise, you can either go to your local library, or college library, and look for "training games" or "team building games" or "ice breakers". There should be books on it available.
Or, you can go online and look for them too, for free downloads or ideas.
For instance:

and many more!
(or you create your own based on what you have found out from various articles, to fit in the place that you'll be having the party)
Have fun!

Guys are idiots and love an excuse for a party, so give them the sob story that you want a party for your birthday and that you are broke, I'm sure they will muster up a location and (with out encouraging binge drinking) plenty of free booze.
