First, if you have an older woman in you life, ideally and aunt, older sister or someone between you and your mother's age, consider talking to them. Getting on birth control in this day is almost a right of passage from being a kid to an adult. No mother wants to see her young daughter get pregnant and forever change her life.
Your mom may be surprised and not exactly expecting this, as she may want to pretnd that this day is still a few years off - hopefully your relationship is good enough that she'll appreciate your honesty and not (w/o thinking) jump into a shame response. If she does please know that this is a common (and somewhat regrettable) reaction. Mothers sometimes want to keep their little girls as little girls, and not young women who's bodies are telling them that they want to have sex. If she says something that causes you shame, PLEASE try not to take this personally... your desire to have this conversation is a responsible decision.
Now, if your mature enough to make that decision, your next obligation is to be very careful who you have sex with. At your age there are laws that you may not be aware of, and there have been young guys arrested and found guilty of "having sex with a minor", which brands them as a sex offender for life. It's sad then this is a 15 or 16 year old guy who had sex with a 13 year old. Please be very careful, and have this conversation with a knowlegable adult in you home state.

Dependant on the state you do not need to ask your mothers permission or have her take you to the doc.But if you want to just chat with her about why you want it. And make sure that she understands that you understand all the responsibility that comes with sex. (idk if that is why you want it, I no that there might be another reason)Good LuckXX
