Ok there isn't much you can do about that skin except maybe plastic surgery(female circumcision) to remove or trim that area. As for tightening yourself the best method is to imagine if you were peeing and just use the muscles you would use to stop, hold for thirty seconds, repeat again for maybe 10 minutes a day and you will become tighter.

Kegel excersises are for the muscles that surround your vagina. They don't thighten skin.
Are you sure you are not talking about your labia? That is normal, they can stick out. Nothing you can do about it, just the way you are build.
