It's not surprising that people are often attracted to friend's partners. After all, we're usually friends because we like the same sorts of things and share similar values.
But before you make a move towards this girl who you like you need to consider few things.
How long have they been split up- days, months, years? How will your friend react if you start going out with this girl? Was it a short term thing or was she the love of his life? How much do you value your friendship with this girl's ex?
If the answers to these questions don't worry you, then by all means pursue her. Ask her out for a coffee and have a good talk, perhaps about movies, music, things you like. Avoid talking about things you hate or other negative topics. Don't pin your heart on your sleeve. Don't be needy or clingy, and remember, there is nothing so attractive as self-confidence.

 yep, the best approach is friends first, just start with something like; you remember her being a nice person back in school and you'd like to hang out with her now, just as friends. and see how it goes now, you never know she might have changed.
