 Well there is nothing that you can do to make someone like you. Just always be yourself, if that is never good enough well then he is not the right guy for you.
OK so he is shy therefore it is highly unlikely that he will pluck up the courage to ask you out. So why don't you take it in small steps. When you see him talk to him, make small conversation and get to know him properly. Try and be friends. Once you are comfortable enough around him then well ask him would he like to meet up sometime with you.
I know it feels like it is a scary thing to do, but really it's not you just need to find the confidence to ask him. Good luck.
