He always offers me a ride home from the parties (I live out of his way) but, when I don't accept, he tries to find someone else to drive me- once he said his "big brother instinct" was kicking in. If you want him ask him out, simple.
Why hang around waiting, wondering and perhaps hoping when you're at the age now where that "does he/does he not?" teenage crap is all but irrelevant.
Ask him out if you like him, you literally have nothing to lose.

I'm not sure that I would say he's not interested. It's hard to tell - especially over the internet and not being able to see how he interacts with you.
Maybe you should try asking him out to coffee or something? Or take him up on his offer to drive you home? Maybe if you show some interest in him, he will offer you more clarity on his feelings towards you in his actions and reactions.
