I don't think he just stares because he's off his nut, because he doesn't stare at other people. But if he has no sex drive it can't be because he finds me attractive can it?

It might be attraction, it might be he is wondering could you fund his drug habit, either way why are you asking are you interested in this man? Worried about him? Scared off the way he looks at you?

Opiates do not kill sex drive. They lower testosterone levels, ar times somewhat , other times dramatically- and induce a symptomatic state of androgen deficiency. In simpler words : you feel the impulse, but you have trouble in having and keeping an erection, and when you do most of the times you cannot reach orgasm.
It's a bit like being an 85 years old man. It's not that if they show him a beautiful naked lady, he goes " Eww ! Yuck ! How horrible ! ". He still appreciates her, he still digs what he sees . But he knows that , even if she should slip into his bed... basically he wouldn't know what to do with her.

Opiates don't kill sex drive. They dampen the sexual response and arousal, but they don't kill it.
And like the other person said - an out-of-control addict not in a methadone program who's really caught in it sees everything and everyone as a potential resource, because everything they do has to do with getting their hands on the drug.
