He only agrees to meet me if I ask him in person. What does that mean?

Okay so i met this guy over the summer while i was on vacation, and looks wise, hes everything i told myself i wanted, personality wise, same thing.

As soon as i seen him i just couldnt take my eyes off him and i know he felt the same way. He left the group after we said hi to each other and rode off on his bike by himself.

The next day me and my friend were out sitting on this hill and he comes over on his bike (hes into bmx) and he sits down beside me and starts asking me who i am where im from and how long im staying and he started joking around with me, and comparing skin tones and stuff like that.

well its been a couple months, and i ended up moving to the place i was vacationing, we talk all the time and i see him all the time in school. i always joke around with him and he jokes back. hes always teasing me like pinching my sides and just touching me in general when he passes by.

whenever i look at him in class hes looking at me and when he sees me look back he locks eye contact and makes faces at me. he told me we need to hang out sometime and asked where i go after school because he never see's me.

well i asked him to hang out a couple times on IM and he keeps saying maybe, but i know if i asked him in person he say yes.

whats up with that? an do you think he likes me?

I think he does, but I think he's shy. By all means ask him in person, but if after that he's still saying maybe, the you need to let him do some running so you know you're not being used or anything. Ask him in person, see what he says and see if he takes it further. If he doesn't, then you'll have to be brave and move on.
