It's OK for him to tell you that if it's his true feelings. He has to realize, without hurting his feelings, that people's emotions move at different rates, and it's OK for you to like him a lot and not have the love for him at this time that he has for you. When that time comes it would be more special. You don't want to get into the habit of misusing the word, or it's not going to have much meaning later on.

ok well if you dontlove him yet or feel that way your going to have to talk to him about it hurtful or not its the honest best way to keep your relationship
tell him you were in shock and do care and really lie him but you only say love when you really really know you mean it and dont wanna hurt him in any way but want it to be the right feeling
tell him your sorry and when you feel that you will tell him
good luck and if things do work out or than you'll see how serious the i love you thing is and you should only say that when you mean it no mater the situation
