 Many people are telling you to offer him a mint, which is a very good idea, but I think this will still make him feel offended.
If you and your boyfriend are really comfortable with each other, what you could do to give him the mint is to put it in your mouth first and then kiss him and push the mint into his mouth. Like I said, if you two are confortable with each other and have a fun relationship, this will only bring him laughs and he will not even notice you're doing this for his breath problem.
I confess I have done this a lot (just playfully, never because he had a breath problem) with my boyfriend and we both had lots of fun doing it, but only because we're so comfortable with each other.
Anyways, this was only a thing you could do to offer him the mint that would sound like a fun thing, so good luck!

 Well if he's your boyfriend then you should feel plenty comfortable about mentioning it to him. It's not like your telling him you don't love him. Just be like, "wow, is today a bad breath day or what have you eatten today OMG."
If he loves you then he won't be offened but happee the you brought it up.
Once you mention it once he should be more consious about his breath and if it doesnt change then he's not a hygine friendly guy.

The gum and mints is a good idea too... but could be more of an insult, since your beating around the bush about it.
You need to just tell him plain out.
I don't want to offend you and I love you dearly but you've got to get that bad breath problem under contorl.

one thing you could do is buy mints or chewing gums and have one and then offer him one too? and if that doesnt work then try to break it too him gently. compliment him first, like saying 'i love the way you kiss' and then somehow add in the fact that he has bad breath.
