 He's confused. It could be any number of things. He may have a GF and can't bring himself to cross that boundary. He could be scared because he's never kissed a girl. Maybe kissing means a lot to him. Maybe he's just really shy. Maybe he wants to define your relationship before taking that step.
Way too many options for why to say anything for sure. What you have to do is talk to him about it. Tell him you're wondering about this behavior. I'll place my bet on he wants to define your relationship. He wants to be your boyfriend (officially) before he takes things further because he knows he will get attached to you.
