It is rare but it does happen. Just ask her out , the sooner the better. Rejection is ok, because you will find another like her or better.

I am in a relationship with a friend. We were friends for over twenty years before he finally asked me out. We have been together 3 years now and are very happy expecting our first child. So the answer would be yes it can work. However you must both feel the same for this to work. Good luck
