Well how long after are we talking? It can take a few minutes for an erection to subside after orgasm, which is not abnormal.
If this is a really long period of time, or if he experiences prolonged erections at other times, may I suggest (if he is a black african) having himself checked for 'sickle cell anemia'.
Off the top of my head without doing a refresher read up, this condition affects many people of African descent. Basically, it is a gentic condition (hence it being confined to certain races) where red blood cells that are normally spherical/ round in shape collapse in making a crescent/ sickle type shape (inhibiting the heamoglobin molecules ability to pick up oxygen - hence the anemia aspect) which can then have trouble passing freely through blood vessels like rounded cells do.
Sometimes, these sickled cells can get caught in a blood vessel, block other cells from passing by too, and lead to complications such as priapism (prolonged erction) because the blood simply can not drain back away from the penis.
I don't believe (if mem serves me) that it is curable, but there are supplemantary treatments available for complications such as erections that wont go away. If you think this is a possibility it is impoertant he seek medical advice and have himself checked for this so as to be equipped to manage any complications.
I know this sounds an extreme, and hopefully it is no where near the bullseye, ... but I felt it worth mentioning as a possibilty since you are in South Africa.
