Hi,
oh dear, that sounds positively awful for you.
My best bet is that he has gotten used to masturbation to keep him hard and make him cum. So the tighter pressure on the shaft is ( excuse me while I cough - ahemm ahemm... )not quite there in your vagina.
For most guys it is not a problem, but for some I believe they find it hard to keep an erection if the vagina is a bit roomier than normal or in fact if it is perfectly normal but he is used to masturbating!
It's a hard one to bring up ( excuse the pun) but you are surely at the stage where you need to say to him that he should try to stop masturbation in between sex. Try that for a while you may notice a difference. Alternatively, go see a doctor, Viagra could be the key. The fact that he can maintain an erection inside your mouth suggests it is more inside the head than a physical problem.
Who knows, your post was rather brief so we don't know any background - it's all guesses.

Try making new positions, gels to keep an erection and/or give him more sensation during penetration. Also, there are some vaginal exercises that can help you give him varied degrees of sensation during sexual intercourse. Get creative!
Best of lucks!
