We know that underage kids have sexual contact with each other but I think most adults look back and realize that they really were too young at 13-15.  If you're sure your ready to go further and your pretty sure she doesn't mind, maybe when you're making out, you can move your hand around and touch her in places. But at first do it over clothes.
